According to Directive 2010/31/EU after December 31, 2020 all newly constructed buildings should be buildings with energy consumption close to zero.
New buildings occupied and owned by public authorities must meet the same criteria by December 31, 2018.

Documentation
 for Urbanism Certificate
C.U.
Urbanism Certificate is the act whereby the building authority in your area (local mayor office or County Council) lets you know what you can build and under which conditions.
The C.U. specifies all known information on the legal, economic, urban and technical requirements imposed by laws and regulations in force for the authorization of construction works in a particular field, including documents, notices and agreements, studies and projects necessary to obtain building authorization.

Technical Documentation for obtaining Building Permits
DTAC
The permit documentation, called Technical documentation for authorization of construction works (DTAC) is a simplified form of the technical project (P.Th.) and contains written documentation and drawings necessary and sufficient to obtain a building permit but not to perform the construction works.
After issuing the construction permit, the technical documentation - DT will develop into the technical project - P.Th.

Technical Project
P.Th.
 
The technical project is carried out following the provisions of the urbanism certificate, rules and regulations in force (available in design construction) limits given by advising institutions and beneficiary requests.
The technical project and the detailed design documentation (P.Th. + DE) consist of written documentation and drawings which are developed by specialized technical staff (architect, structural engineer, systems engineers) and contains all the information necessary for the execution of construction.
The technical design is stamped by a number of reviewers such as, a structural checker, a fire protection checker, an equipment checker, an architecture checker.
Based on the technical design and quantities-consumption resulting from it, the duration and cost of the construction can be estimated.

Technical Documentation for the organization of the works
DTOE
The technical documentation for the organization of the works - DTOE- is required in all cases where an investment is made.
If it is not submitted together with the project for the authorizing of the construction works, then a building permit separate from the investment itself will be obtained.
The project for the organization of the works shall contain a description of all temporary works necessary to ensure the preparation and execution of technology investment, both on the land of the investment, as well as outside the premises temporarily occupied, including those on the public domain.

In our vision for the sustainable development of society, the human settlements sector is of considerable importance.
Sustainable urban development can be addressed based on two main directions:
a) simply as an environmental policy, applied to urban planning; emphasis is placed on the municipality’s programs and strategies to reduce resource consumption and environmental impact of development.
Green urbanism can be defined as the practice of creating communities beneficial to humans and the environment
b) as a holistic approach that includes an ecological component (insisting on environmental strategies), economic issues (tax issues and business development) and social equity (fair distribution of resources).
This approach brings together environmental, development and social equity issues.

General Urban Plan
P.U.G.
 The General Urban Plan (PUG) is a project that is part of the landscaping and development of the localities that make up the basic administrative territorial unit.
General Urban Plans include analysis, planning regulations and local regulation for the entire administrative territory of the base unit (in urban areas and from outside the city).
At the same time, PUG establishes general rules based on which the PUZ’s and PUD's will subsequently be elaborated in detail, at a smaller scale.

Zonal Urban Plan
P.U.Z.
By definition the Zonal Urban Plan (PUZ) establishes specific regulations for an urban or rural area, composed of several plots covering all functions: housing, services, production, circulation, landscaping, utilities, public spaces etc.
Zonal Urban Plan establish objectives, priorities regulations (permissions and limitations) and urban parameters (land occupancy percentage, usage coefficient, height, alignment, withdrawals etc.) that need to be applied in land use and construction compliance with the studied area.

 Detailed Urban Plan
P.U.D.
 
The Detailed Urban Plan (PUZ) is the documentation related to the General Urban Plan (GUP) and Zonal Urban Plan (PUZ), explaining and detailing the content of these plans in the form of prescriptions and recommendations, corroborated with conditions of Urbanism Certificate, for tracking and enforcement thereof.
PUD is the documentation that stipulates the conditions of location, sizing, compliance and municipal service of one or more objectives on a parcel, in conjunction with the predominant function and the immediate vicinity.
PUD is required in the following situations:
- If the site in question does not fall within the coverage of an already approved PUD;
- If planning rules and the general rules of PUZ are not sufficient to define the conditions for building;
- If an already existing and approved PUD is going to be amendment.
